Franklyn G. Musgrave, Jr., Esq.

Franklyn “Gary” Garfield Musgrave, Jr., Esq., has been a Trial Attorney with the Office of Enforcement Operations (OEO) in the Criminal Division of the United States Department of Justice (DOJ) since 2017. He provides guidance to Assistant United States Attorneys (AUSAs), DOJ Criminal Division attorneys, and law enforcement seeking authorization to intercept communications in compliance with Title III of the Omnibus Crime Control and Safe Streets Act of 1968. He also provides training to DOJ Criminal Division attorneys, AUSAs, and federal law enforcement to ensure consistent application of wiretap law and policies in all judicial districts.

Before joining the Criminal Division at DOJ, Mr. Musgrave was an Assistant Attorney General in the Criminal Division of the Maryland Office of the Attorney General. While there, he received the Attorney General’s Leadership and Integrity Award. He also served as an Assistant State's Attorney in the Office of the State's Attorney for Montgomery County, Maryland. Before working as a prosecutor, Mr. Musgrave was an associate with Lee & McShane, P.C., a civil litigation firm in Washington, D.C.

Mr. Musgrave volunteers with the D.C. Bar Pro Bono Center-Advice and Referral Clinic, which assists D.C. residents needing free legal services with family, health, and housing law matters. He also volunteers with the DOJ HBCU Mentors Program, which helps to enhance DOJ’s ability to recruit and retain diverse talent, create an inclusive and diverse workforce, and identify and address barriers to career development in direct support of DOJ’s mission.

Mr. Musgrave earned his Bachelor of Science in Foreign Service from Georgetown University and Juris Doctor from The George Washington University Law School. Following law school, he clerked for the Honorable Evelyn Queen on the Superior Court of the District of Columbia.
